Brief description:

  • The Hague Academy aims to enable young civil servants With Talent for Governance from Eastern European (non-EU) countries & developing countries in order to participate in a specially designed Talent for Governance programme.
  • For a period of a two- week training course at The Hague Academy for Local Governance, a week-long internship at a Dutch municipality, networking activities and the back home action plan with a view to the overall theme of the Programme generally consists out of four components that are all connected thereafter.

Area of study:

Candidates need to choose one of the following programme themes to apply for the Talent programme:

  • Fiscal Decentralization and local Finance – Programme from 13 February to 3 March 2017, (more informationabout the training course part of the programme.
  • Citizen Participation & Inclusive Governance – Programme from 27 March to 14 April 2017, (more informationabout the training course part of the programme.
  • Local Economic Development – Programme from 27 November to 15 December 2017, (more informationabout the training course part of the programme).

Number of Awards:

Depending on the funds and internship placements in Dutch local governments the amount of placements are decided.

Target group:

In a developing country the group of young civil servants working for local government.

Scholarship Benefits:

The above mentioned course of the talent for Governance programme includes the cost of tuition fees, travel costs, accommodation fees and most miscellaneous living expenses in Netherlands. Besides the concern candidates are asked to contribute 150 Euros towards the programme costs.

Eligibility:

Applicants must meet the following requirements:

  • Work for a local government (not an NGO or private enterprise).
  • Work in one of the countries listed on the DAC country list.
  • The age must be within 37 years of age or younger at the date your application.
  • A candidate must have at least two years of work experience in local governance.
  • Individuals must have the intension to work there for at least two years more.
  • Must have the very good working experience in English language well (all programs are in English).
  • A candidate shall be able to write down and orally defend your motivation for and relevance of the specific programme.
  • One must be able to identify an issue/project as a real life case within the theme of the programme for which you will write a Back Home Action Plan during the talent programme.
  • The applicant must have written support of your employer to participate in the programme and to implement the Back Home Action Plan when you return home.

  • Only applications made through the Talent for Governance online application form will be considered.
  • The deadline for applications for the programs offered in 2017 is 18 November 2016.
